Suspects Arrested On Felony Charges Following Tuesday Traffic Stop

38-year-old Raymond Richard Todd Rice of Iron Circle and 33-year-old Violet Dessie Foster of Crystal Creek Road, both from Morganton, were arrested Tuesday (November 21) by Morganton Public Safety Officers. Rice is charged with felony counts of possession of a stolen motor vehicle and probation violation along with misdemeanor counts of possession of stolen property, possession of drug paraphernalia, and fictitious information to an officer. Foster is charged with felony obtaining property by false pretense and cyberstalking.

On Tuesday an Interdiction Officer with the Morganton Department of Public Safety was patrolling West Union Street when she saw a vehicle that had been reported stolen earlier this day in Burke County. The officer conducted a traffic stop on the vehicle and found Rice and Foster inside the vehicle. The two suspects were arrested on the previously mentioned charges.

Rice is on probation as a result of a conviction in October of this year in Alexander County for felony receiving a stolen vehicle. He received probation and a 12 month suspended sentence. Rice has multiple prior convictions listed on the North Carolina Department Of Adult Correction Offender Public Information website. The convictions date back to 2006. He is also listed as an absconder from probation & parole supervision.

Both suspects were incarcerated in the Burke County Jail. Rice remained in custody as of earlier today (November 22) under $75,300 total bond. Foster was jailed under no bond on a 48-hour hold. Rice has a court date next Monday (November 27), Foster is scheduled to appear in court next Tuesday (November 28).
