According to N.C. Newsline, the North Carolina Senate has approved a bill that would require local governments to regulate homeless camps and make homeless shelters drug-free zones.

Supporters say the measure addresses growing public safety concerns. Senator Brad Overcash says the bill would prevent homeless encampments in parks, sidewalks, public buildings and other public spaces, while increasing penalties for people who sell drugs at homeless shelters.

According to information in the published report, Democrats argued the legislation focuses on moving homeless people rather than addressing the causes of homelessness. They say the bill provides no funding for housing, mental health treatment or addiction services and could expose local governments to lawsuits if they don’t remove homeless camps.

The measure passed the Senate on a 26-to-16 party-line vote and was to return to the North Carolina House for final consideration after Senate amendments.
