Rowan County Man Arrested in Hickory for Failure by Sex Offender to Register Address

62-year-old Robert Louis Sifford of Woodleaf, N.C. in Rowan County was arrested by Hickory Police Sunday afternoon (September 12) on an outstanding felony warrant. He was wanted for failure by a sex offender to notify authorities of a change of address. The warrant for his arrest was issued on August 27 in Rowan County. Sifford is on the sex offender registry following a 1994 conviction in Catawba County for indecent liberties with a minor.

Sifford was taken into custody without incident at about 1:20 p.m. Sunday at an apartment on 12th Avenue S.E. in Hickory. He was processed at the Hickory Police Department and later released under a $10,000 unsecured bond. An appearance in District Court was scheduled yesterday (September 14) in Salisbury. Sifford’s next court date was scheduled for November 17.
