54-year-old Toby Alan Horne of Walnut Avenue in Rhodhiss was arrested Friday (April 14) by Caldwell County Sheriff’s Officers. He was charged with two-felony counts violation of a house arrest order and jailed under a $100,000 secured bond. Horne remains in jail as of this morning with a Superior Court appearance scheduled for June 26.
