Conover Man Charged With Failing To Register As Sex Offender

47-year-old Andrew Terrell Jolly of Edna Street in Conover was arrested Sunday (May 14) by Catawba County Sheriff’s Officers. He’s charged with felony failure to register as a sex offender. In addition, Jolly is charged with failure to appear on counts of assault with a deadly weapon and misdemeanor probation violation.

Jolly is on the North Carolina Sex Offender and Public Protection Registry as a result of a conviction in October, 2007 in Catawba County for felony second-degree rape. The offense occurred in February, 2006. Jolly received a sentence of eight years, nine months in prison. He was released in July of 2013. He has a lifetime registration period as a sex offender, he filed with the Catawba County Sheriff’s Office.

According to the North Carolina Department Of Adult Correction Offender Public Information website, Jolly has multiple felony and misdemeanor convictions on record dating back to July, 1994. Along with the 2007 rape conviction, Jolly was also convicted of kidnapping. His most recent conviction was in October, 2022 for misdemeanor assault with a deadly weapon. Jolly received probation and a 24 month suspended sentence.

Following Sunday’s arrest, Jolly was incarcerated in the Catawba County Detention Facility under $356,000 bond. A District Court appearance was scheduled today (May 15) in Newton.
