Newton hired Hovis in the combined position of assistant city manager and planning director in February 2013. During a decade of service to the city, Hovis has led day-to-day operations and long-range strategic planning for each of the city’s departments. Prior to joining the City of Newton, Hovis was employed by the City of Hickory as a police officer, investigator, and risk manager. He holds a bachelor’s degree in criminal justice from Lees-McRae College and a master’s degree in public administration from Appalachian State University.
Hovis serves on the board of directors for the Western Piedmont Regional Transit Authority and the Rotary Club of Newton-Conover. He is a member of St. Stephens Lutheran Church—LCMS.
