LCSO Officer of the Year Awards Announced

On December 21, 2023, Lincoln County Sheriff Bill Beam presented law enforcement officers and civilian employees of the year awards during a gathering at the Lincoln County Sheriff’s Office in Lincolnton. The 12th annual John H. Howell II Memorial Officer of the Year award went to Sergeant Rudy Hoernlen who has been with the Sheriff’s Office since 2011.

The Sergeant John H. Howell II Memorial Deputy of the Year award was started in 2011 to honor the life of Sgt. Howell who was shot and killed in the line of duty on August 26, 1973.

The 12th annual “First Sergeant Thomas R. Taylor Detention Officer of the Year” award was presented to Detention Transport Officer Barry Stephens.
The “First Sergeant Thomas R. Taylor Detention Officer of the Year” award was started in 2011 to honor the life of First Sergeant Tom Taylor who died on December 30, 2003, while on duty.

An award honoring a civilian employee has been named in honor of the late Linda Baxter who worked for the Sheriff’s Office for many years as an accounting specialist. The 4th “Linda Baxter Civilian Employee Award” goes to Detention Secretary Shannon Carpenter who has been with the Lincoln County Sheriff’s Office since 2017.

The Charlie M. Greene Leadership Award recognizes leadership ability within the Lincoln County Sheriff’s Office. The 3rd annual Charlie M. Greene award was presented to Major Howard Eason. Previous winners were Sgt. Mark Eaker and Detective Dylan Houser. The Lincoln County Sheriff’s Office Legends Award was presented to Chief Deputy Billy Brooks.

Supporters of the Star Awards were presented to Ross Bulla, Joe Manino, Mark Fisher, Sherry Reinhardt, Brent Clevenger, and Don Shrum for their continued support of the Lincoln County Sheriff’s Office.

The deputy and detention officers of the year awards are presented for outstanding achievement that brings credit to the Sheriff’s Office and involves performance well above required by the officer’s normal assignments. Permanent plaques for the John H. Howell II Memorial Deputy Sheriff of the Year and the First Sgt. Thomas R. Taylor Detention Officer of the Year are displayed in the lobby of the Lincoln County Sheriff’s Office showing each annual recipient of the award.
